Ever heard of the phrase “lying with statistics”? That’s what they’re doing. UCLA expanded enrollment of frosh by about 1,000 kids and gave all the spaces to the new kids. So classes are more crowded, more kids double up in the dorms, etc. but they can say with a straight face “no CA residents are pushed out”.
If you look at the profiles at http://www.admissions.ucla.edu/prospect/adm_fr/frosh_prof.htm you can see they started doing this in 2011. In 2010 they admitted around 4,600 frosh total and 4,000 were from CA. In 2014 (and the numbers are pretty similar for the years 2011 on) they admitted 5,700 frosh total and 4,100 were from CA.
