I'm Heading Into Junior Year and I Want To Become A Recruit

There are camps in the summer where college coaches participate. Sometimes they are regionally based where a number of coaches from different universities scout. You can contact the coach at Harvard or any other school you are interested in to see where he will be in the summer. Let him know that you are interested in playing in college. Often the summer scoutings are high level b-ball tournaments where top teams are playing. Other possibilities are college campuses where the college sponsors a recruiting camp for hs students. You would need to travel to a college campus to participate in these and there is usually a fee. You could also talk to adults in your community who know basketball. Often people will have contacts at different colleges through their professional or social network; many would probably be happy to point you in the right direction.
You could try to play for a very good team, as good a team that is available in your area.
Playing for a good team, perfecting your skills and being an excellent student are attributes that college coaches are looking for as well as excellent communication skills and persistence. Keep your sights open. Harvard is just one option.
