I would strongly recommend looking at GA in-state schools (with the hope scholarship - make sure you are eligible) and apply to the ones you would consider going to if all the other OOS or private school options do not work out as affordable. The goal is to get a very good UG education with as little debt as possible. What are your education goals? If you wish to go on to professional school after UG, you also still want to keep UG debt low and be able to achieve high GPA at UG school.
You want to go to a school where you have very good academic opportunities, and be able to take advantage of other EC activities, the socialization with others - finding your tribe.
You got thrown into a new school/new location for senior year. Was your original HS/home in the NE?
The 4 year merit situation for you to complete an UG degree is an important thing. Many schools that might give you a lot of aid - it also has a stack of students like you or stronger applicants wanting those limited slots/scholarships.
IDK GA schools well - GA Tech, U of GA. Look at their programs, honors college, etc. Look at the things that are important.
UA cut back the financial generosity of its scholarship level. Many previously benefited from full tuition and stacking of scholarships like engineering ($10K, at $2500/year). My DD took advantage of those scholarships as an in-state student; those OOS, full tuition was very good, often better deal than attending their particular state flagship (it depends on what state a student is from).
Have you taken the ACT? Some students do better on ACT over SAT, others the SAT over the ACT. Some schools will still consider the Dec testing, and some may improve their scholarship with later testing. However deadlines are looming.
Be sure to have enough financial safeties, which most likely will be GA schools.
