In addition to the very good universities in Canada already mentioned, McGill is also worth considering. One issue is that classes are in English (language classes excepted). However, Montreal is of course in a bilingual but primarily French city in a French province. Thus McGill would provide an opportunity to both learn French and experience a somewhat different culture.
I am not sure whether you will hit your cost point at any of the famous and best known universities in Canada. When you check keep the exchange rate in mind (which will help). You might get a better cost point at some very good but not quite as well known universities. As a few examples, you might want to check out what the cost would be at Dalhousie (in Nova Scotia), U.Victoria (British Columbia), Simon Fraser (also British Columbia), U.Calgary (Alberta), and/or Concordia (just up the street from McGill in Montreal). I have heard that Memorial University of Newfoundland tends to be quite affordable, but to me it seems a bit far away (Newfoundland is the only province that I have never been to).
