According to Northwestern, they practice need-blind admission:

“Northwestern is committed to need-blind admissions and meeting the full financial need of undergraduate students. Learn more about the grants, loans, scholarships, and work-study options that may be available to you.”

The questions are 1) whether this is actually true, considering that we don’t get to see what actually goes on when adcoms decide, and 2) whether this policy applies to international students.

I would say that it’s better to apply with an ask for financial aid if you need it, and be rejected if need be on that basis (debatable), than to be accepted and realize you can’t afford the full price each year.
