If you are at a very competitive specialized high school university admissions will take this into account.
“Top 3%” gives you a chance, but getting full funding at a university in the US will be a reach. I am glad that you said that you have a solid option in your own country. It sounds like your stats might be enough to get you into the “academically qualified” pool, and that your research experience and other ECs may be interesting to schools. You will want to do better than 1300 on the SAT, but if you took this a long time ago you should be able to do significantly better when you retake it.
