^ No, the standards for OOS are higher for OOS than IA residents for Liberal Arts but are the same for Engineering.

Go to this page and read the paragraph “How is the RAI used?” The two links, one for Liberal Arts and the other for Engineering, will show you exactly what the RAI requirements are:
[College of Liberal Arts and Sciences Admission Requirements for First-Year Students - Requirements and Deadlines - Undergraduate Admissions - The University of Iowa](http://www.uiowa.edu/admissions/undergrad/requirements/rai-page.html)

Remember this about the RAI: if you MEET the minimum, you are IN, period. They do not care about your ECs, or that your GPA is 2.5 but you have a 34 ACT and took 6 years of foreign language, etc. Your acceptance is guaranteed if you hit the minimum.

But the flip side is not as clear-cut: if you fail to meet the minimum you are NOT denied admission outright. The above discussion illustrates the means by which applicants can get additional review.
