<p>Someone will probably tell you that it doesn’t matter, but I like to think that it does. You are at the bottom of the pile, and by the time they get to you they’ve already formed opinions. Thus, I would submit it as soon as you are reasonably sure of its accuracy and efficacy. Of course, I could be entirely wrong.</p>
