He did not address the governor’s plan or the legal position at all, @Mwfan1921 , but those uncertainties must surely have been part of what he had in mind in putting it no stronger than that “if he was a betting man” he would bet on the University being open.

I have no doubt the university will be open, I do hope it’s with students living on campus.
