Until the student is admitted, he needs to pursue all his options, just as the school is still looking at other athletes. Go and meet with the other school. Sounds like he’s been honest with the second school and everyone knows he’s just keeping his options open. Second school might be hoping to impress him and move into first place.
Many football players at the top D1 schools have 4-5 schools on their list right up to signing day (or later if they don’t sign).

He has that LL in hand. But his second choice has been calling and, understandably, wanting an answer. He’s been honest with them about everything but it still makes for a very anxious time. Seems like there should be a better way to go about this from everyone’s POV.
Honestly, if the committee meets next week I would advise school 2 that a decision has been made pending approval by the committee and telling school 2 that if things don’t work out at school 1, the recruit would be very interested in laying at school 2. Let that coach decide whether to continue to offer the OV.
I agree with @Ohiodad57. OTOH, and while it’s probably too late for @Ironmom1’s athlete, if others are out there about wondering about this…IMHO it’s good form to complete all OVs before committing verbally to a school–even if you’re pretty certain which school is your first choice. Having gone through this twice, I have yet to see a coach blink when told that the athlete needs to wait until after the final OV to make a decision. This seems to me to be one-half good manners (the school may have already incurred non-refundable expenses on the athlete’s behalf) and one-half good sense-- why not keep the options open for one more week? There are athletes who have changed their minds based on the official.
Agree with @classicalmama. OV’s are a finite, expensive resource, and options are good things. That said, there are circumstances where this may be impossible (like the admissions committee meeting for that sport happens before the next scheduled OV). But in general, the more information you gather the better off you are.
