<p>You are in the National pool through the nomination you have with your own MOC. You don’t actually get an appointment from another MOC’s slot.
Qualfied candidates who have a congressional appointment but don’t win their congressional slate all go into the “national pool” where they are chosen
by order of merit.</p>
<p>If you have a congressional nomination and win an appointment from the “national pool” your MOC will “claim” you - and rightly so. The MOC will not be charged.</p>
