Cornell: Zero Student Loans and Zero Expected Family Contribution for income up to $75K

For the 2024–25 academic year, most families with total annual income up to $75,000 and typical assets will receive aid offers that include grant aid and work-study only—no student loans. A typical aid offer will include:

  • $0 expected student and parent contributions (maximizes grant/scholarship aid)

  • $5,000 work-study award* (and abundant work-study job opportunities)

  • $0 student loans*

Purdue has the Boiler Gold Grant for low income for instate Indiana residents earning less than $80K:

”Undergraduate Indiana residents at the West Lafayette campus, and incoming resident freshmen students at Purdue Indianapolis, who are enrolled full-time (12 credit hours or more) and pursuing their first bachelor’s degree are eligible. Qualifying students must either be Federal Pell Grant eligible or have a family-adjusted gross income (AGI) of $80,000 or less on the Free Application for Federal Student Aid (FAFSA). Students filing independently will be considered based on their Federal Pell Grant eligibility and AGI.”

“We subtract the total amount of any gift aid (e.g., Pell Grants, scholarships or awards) from the total cost of tuition, fees and estimated book costs. Any remaining balance is covered by the Boiler Gold Grant for up to 8 semesters (that’s all four years!).”

Starting with New Hampshire -

The Granite Guarantee gets in state residents who are pell may be eligible for free tuition at UNH, UNH Manchester, UNH College of Professional Studies, Keene State and Plymouth State.

This one is a bit confusing - as there’s no table - says to do FAFSA to see.

NY Excelsior Scholarship - tuition of some sort (doesn’t say if full) - * have a combined federal adjusted gross income of $125,000 or less;

Portland State
Students must meet all of the requirements below:

  • Oregon resident
  • Pell Grant-eligible according to FAFSA
  • Enroll part or full time (6-16 credits per term)
  • Admissible to PSU as an undergraduate first year or transfer student or [re-enrolling]

U of Oregon - PathwayOregon covers full tuition and fees for academically-qualified, Pell Grant-eligible Oregonians. Funding comes from federal, state, and university grants. The program also offers academic support and career guidance, though it does not cover housing, food, or other expenses.

UT (Tenn) Promise - UT Promise is a last-dollar scholarship, meaning it covers any remaining tuition and mandatory fees after other public financial aid—like federal Pell Grants—has been applied. The amount awarded depends on the other aid a student receives and only applies to tuition and mandatory fees.
