Purdue has the Boiler Gold Grant for low income for instate Indiana residents earning less than $80K:
”Undergraduate Indiana residents at the West Lafayette campus, and incoming resident freshmen students at Purdue Indianapolis, who are enrolled full-time (12 credit hours or more) and pursuing their first bachelor’s degree are eligible. Qualifying students must either be Federal Pell Grant eligible or have a family-adjusted gross income (AGI) of $80,000 or less on the Free Application for Federal Student Aid (FAFSA). Students filing independently will be considered based on their Federal Pell Grant eligibility and AGI.”
“We subtract the total amount of any gift aid (e.g., Pell Grants, scholarships or awards) from the total cost of tuition, fees and estimated book costs. Any remaining balance is covered by the Boiler Gold Grant for up to 8 semesters (that’s all four years!).”

Starting with New Hampshire -
The Granite Guarantee gets in state residents who are pell may be eligible for free tuition at UNH, UNH Manchester, UNH College of Professional Studies, Keene State and Plymouth State.
This one is a bit confusing - as there’s no table - says to do FAFSA to see.
