American*
UCLA*
Marymount Manhattan*
Northern Colorado* - more like a BFA MT program
Pepperdine* - not an MT program per se, but a combined Theatre and Music program
Plymouth State*
Desales* - MT track
U New Hampshire*
SUNY Cortland*
Brandeis - MT track
Christopher Newport
Muhlenberg - does not have an MT program per se, but does musicals and theatre students can minor in dance and voice

All audition-based programs are competitive for admission, but James Madison, American, Wagner, UCLA, Marymount, and Northern Colorado are likely to be more-competitive to very-competitive for artistic admission.
