A school not mentioned much around here but might fit your criteria is Neumann College or York College of PA. Neumann would not offer the level of soccer that a strong player is looking for to be challenged though. Chestnut Hill is a D2 that offers academic and soccer money. With merit aid you might get in your price range at these schools.
By this far into junior year many schools will already have committed their soccer money and some will have filled their commitments but there are probably many schools out there still looking for players. If a coach is genuinely interested, they should be able to do an early read and give you a good idea of what your costs will be. Your D should be actively talking to coaches. Will she be attending any of the big showcase tournaments like Jefferson Cup? If so, she needs to be emailing the coaches. The tournaments post schools along with coaches and contact info on their websites.
