Before I give some suggestions, I need some information:
- What year is your student in school?
- What is their GPA and/or SATs?
- What state do you reside in?
- What area of art and design is your student interested in? Design doesn’t always require a portfolio!
- If you don’t get any financial aid, is money a big issue? Will you or your son need to take out substantial loans?

I don’t think that anyone can help you without knowing these facts.

With the above said, there have been numerous threads asking this such as: http://talk.collegeconfidential.com/visual-arts-film-majors/1421333-colleges-dont-require-portfolios.html and
