The SUNYs are great in taking care of tuition. If this student qualified for the Excelsior, it will take care of any gap from NY TAP and FAFSA PELL in the tuition. It is a last dollar award, however, that only goes towards tuition.
Room and Board, travel, supplies, books, living expenses are a whole other matter. The Direct Loans can cover most of that other than room and board.
Try the NPC for schools like Albright college, McDaniel , Manhattan College, St John’s, Fordham. For the schools that are commutable in distance, so indicate. It’s difficult to get a full ride, but if stats are good, close to full tuition is possible.
What are test scores and UW gpa? How much can ( and are willing). student and family pay towards college? Is there s family business in the picture? Are parents living together or divorced, remarried?
