This reads a bit critical to me. This student is low income and has a number one favorite, Swarthmore, which is a meets-need school. They will likely get a very low EFC. Why not assume the family is comfortable with the EFC/ED choice and understands the decision, and supports the student giving up a full ride through QB match that might be to a school that is not a favorite? Many families , even low income families(speaking as a former full pell grant kid), do not make decisions purely on financial differences or guarantees.
