The Princeton Review, for example, offers “Best for” lists that sample fairly widely across selectivity (from which I’ve also posted). However, they don’t offer one specific to public policy. In general, the College Transitions lists may align better than PR’s for a very highly qualified student, which appears to describe the OP, in my opinion.
