As @cfmom mentioned above, York College of Pennsylvania is worth looking into. They have Chemistry as well as multiple ABET-accredited engineering majors (including Mechanical but not Chemical Engineering). York’s tuition is low for a private school, and they give both merit and need-based aid.

And Central Michigan is just over $27k b4 merit for tuition, room and board. No OOS differential I believe.

And there’s others that are assured - no guessing in aid.
