Hard to beat Rutgers. The only other affordable instate options would be Kean, TCNJ, Montclair, WPU and Rowan. For even lower cost you could consider community college for 2 years and then transfer with advanced standing.
The Big 4 recruitment is best at Rutgers (particularly New Brunswick campus).
