Those are not going to beat in-state Prairie View A&M with a full ride for the OP’s stats:
But with a listed budget of “under $400k for 4 years”, it does not look like the OP is required to look for the cheapest possible university, even if the OP has some preference not to spend a lot.
It’s a good list. Make sure to apply rolling or EA to all the public schools that allow it. You can also apply REA to Stanford or non binding EA to MIT, Case Western or Rose Hulman. Or if you find it to be your top choice and it fits the budget, apply ED to Cornell, Case Western or CMU. Just make sure to pay attention to the ED/REA/EA/RD rules and deadlines.
