You described St. Olaf here, but it’s unfortunately in Minnesota. But it ticks every box including being generous with merit aid. Northfield is a wonderful college town, St. Olaf’s campus is gorgeous, big emphasis on the arts (especially music), students are great.

I was trying so hard not to throw St. Olaf out there considering the geographic desires, but it does tick all the boxes.

Washington College (Maryland) seems to have a similar student vibe.
