medical issues causing lower sat scores? do colleges care?

Did you have the condition when you took the PSAT? If not, then your SAT may be reflecting your true score. And 1620 to 1750 is well within the range of expected variability, though clearly you are capable of getting a better score if the practice tests are real SAT tests, taken under SAT like conditions. (Some SAT practice test are not the real thing, and even if the real thing, if not taken in one stretch like the SAT, with the same breaks, can lead to higher, false results.)
