<p>inconspicuous, I’m pretty sure that the targeted number of enrolled students is 50 every year, thus more offers are extended since not everyone who gets an offer will accept. Some years there will be more than 50 that enroll, other years less. </p>
<p>rocker, I’m also pretty sure that Bonner aid is not awarded out of need, but rather (service) merit.</p>
