@LucieTheLakie the tuition supplement at University of Alabama for OOS Eng/CS students with ACT equiv of 30-31 plus 3.5 GPA, called Engineering President’s Cabinet Scholarship did end after fall 2016 freshmen students (it gapped the 33% OOS tuition; moving forward now those students qualify for 67% OOS tuition just like OOS students in other majors). Eng students with ACT 30+ with 3.5 GPA still receive Engineering Leadership Scholarship of $2500/year. Students with ACT 27 - 29 and 3.5 GPA receive the $1500/year Dean’s Engineering Excellence Scholarship and the appropriate level for in-state and OOS University level scholarship.
In-state (Alabama) students in any major with ACT equiv of 30 plus 3.5 GPA receive the University Presidential Scholarship (full tuition scholarship) - this is also true at AU and many other in-state schools for Alabama residents.
Location-wise, some of these are not a fit, but using 2015-16 figures, here are some universities that may offer you significant merit. Some of these are not guaranteed scholarships, there’s just a very good likelihood that you’d receive it. As already noted, Temple is a terrific option as well. Some universities do a GPA recalculation so you’ll need to research further into each school.

I don’t know if you’ve mentioned your EFC? If its less than $25K, take a look at the 100% need-met schools in the NE. They could potentially end up being a very low cost option.
My EFC is extremely high. When plugged into calculators at Cornell and U of Michigan (where I was looking before the realization of my financial situation), I was given little to no financial aid. The EFC was between $50,000 and $60,000.
Miami of Ohio is going to be too pricey I think but take a look at Ohio State, there are some nice merit options.
Miami also has good merit options (or used to).
^^ Yes, Miami of Ohio has some very good (though NOT guaranteed) merit awards for incoming freshmen:

How about Rhodes College in Memphis, TN? 50% of the student body receives merit aid and the average award is a little over $20,000 according to their CDS. With a 33, your ACT is above their 75% percentile of 32. And yes, they have an interdisciplinary Environmental Science major.
@jbriggs12 Received a letter yesterday from Roanoke College. I know nothing about the school or the campus other than it is in Virginia. You’d have to check it out and see what they are all about. I mention it because they offered my son an application waiver, will provide a decision early in senior year after an official transcript is received and said they have $20K a year in merit money available based on GPA and ACT score. Your stats would qualify for the same $20K / yr merit.
Not sure what kind of school you are looking for, but Providence College in RI gives merit scholarships from 40-100% if you are admitted to their honors program. My daughter attends and is very happy there.

My niece who is instate got a full tuition scholarship to Ohio University for next year with a 33 ACT. You might want to check that out. My daughter just graduated from Youngstown State - in state tuition and room and board is very reasonable and they have good merit aid as well. I know parts of PA get close to instate tuition at YSU so that might be another option.
