Is HE a US Citizen? I don’t think he’ll qualify for in-state tuition anywhere if he hasn’t been living in the US. You can check the [residency requirements](https://students.ucsd.edu/finances/fees/residence/criteria.html) on the UCSD website to see how they determine residency.
