Yeah, a lot of deadlines have past for summer programs, so I’d say you’d be safe with CMU and Northwestern. (In my totally bias opinion, I’m going to CMU this summer, so I’d say apply so that you can come with me for voice only because I don’t know of anyone on here that isn’t going for musical theater lol)
Eastman School of Music has a great 3 week program that I attended last year, but I don’t know if that deadline has past. BUTI has also past because I got rejected as well lol
