<p>Yes LAC and Universities especially state universities would probably have different policy’s etc involving consortium - it might have something to do with under grad ed vs grad and post doc research. On the other hand I am about to spent the day with the NSF and their myriad rules and regulations so be careful what you wish for 
Also for those non mathy science people great article in the Wall Street Journal about the dire need for Taxonomy students since the previous generation is almost extinct.</p>
