In our area, students looking at Marine Science at CSUMB are also looking at Marine Bio at UH Manoa. UH is WUE so tuition is comparable.

Another CSU that, despite its name, hasn’t gotten much attention is CSU Channel Islands. Maybe it is the fact that it is build on the site of the former Camarillo State Mental Hospital.

Professions with licensing exams commonly have required educational credentials or degrees as prerequisites to the licensing exams, perhaps because some of the skills and experience needed are not easily tested in a few hours (or even few days) exam. Examples would be lab, project, or health care clinical work that is part of the education.

(There are also other reasons that this is the case which are mostly about protecting incumbent practicioners from competition. But the fact that these reasons exist does not necessarily mean that educational credential or degree requirements are always useless for ensuring skill levels in the profession.)

A skills based test measures knowledge at one point in time. It doesn’t measure potential to succeed long term in a job, or problem-solving ability, or account for the fact that there are so many jobs out there where a “skills based test” would barely be able to capture what the job entails, or where you do actually need significant rigorous education in the subject to understand it, etc. There’s a reason degrees are used for screening.

Yes, UC and CSU are intended to have a 40:60 ratio of lower to upper division students, according to California master plan for higher education | UCOP . This implies substantial upper division transfer intake.
