No College Fund-What Do I Do?

NYS just opened its excelsior scholarship last week stating at every student who his eligible will not get it due to funding constraints.

Did NYS say how they will decide who gets Excelsior monies? First come first serve, or something else?

Really worried in Illinois about the students who rely on MAP money too.
