Yes- my D22 is at UMaine… OOS, with Merit Aid our COA is around 30K/year all in, even living off campus starting soph year. Nice off-campus options.
SUNY Buffalo was where our SoCal daughter got full merit and honors. I don’t know if they are doing that anymore. Her SATs were higher, so I am assuming that her GPA, rigor and SATs had something to do with that.

Buffalo State participates in the match; SUNY Buffalo does not. Regardless, I would apply to SUNY Buffalo and see if any merit comes your way.

If you’re looking for cities, these are some schools you may want to consider that I suspect would have the possibility of getting down to Rutgers’ costs:
- Emmanuel (MA): About 2k undergrads and a member of Colleges of the Fenway, an association of nearby colleges that allow cross-registration and joint extracurriculars.
- Manhattan College (NY): About 3100 undergrads
- Saint Joseph’s (PA ): About 5100 undergrads…already mentioned multiple times
- Seton Hall (NJ): About 6k undergrads
- Siena (NY): About 3500 undergrads (just outside of Albany)
- U. of Hartford (CT): About 4k undergrads
- U. of Scranton (PA ): About 3600 undergrads
- Widener (PA ): About 2600 undergrads
- West Chester (PA ): About 14k undergrads and sticker is below Rutgers’ price

Alternatively, if you are willing to go to schools further away from a city, that would open up other possibilities as well.
The official UVM semester bill dropped today. For OOS, the bottom line is ~$17,300 with the merit aid ($12,500). I’d vouch for the accuracy of the COA calculator throughout the application cycle. UVM posted its 2024-25 costs well before we had to make an attendance decision. UVM OOS ended up cost competitive with Virginia Tech instate (no merit aid).
