Here is where the UCs make things confusing:
The bare minimum requirement is 2 English courses and math. Those must be completed for consideration. They make that clear in several places – these are the bare minimum. Plus many STEM majors say on assist to get the English and math done at the very least but the others can be completed at the UC.

I know several STEMs who got into Berkeley without completing breadth, so everything i have witnessed is that it can be completed after transfer. But there is definitely a conflucting statement, which is confusing.
