You have to practice for the sat and act every day (use Khan academy, borrow merlzer books on English and reading as well as pwn the sat math), and register today for both. If you take them now they’ll ‘count’.
I agree it’s not your fault but if all parents had to do for their kids together a full tuition scholarship is for them to say ‘i won’t pay’, almost no parent would pay… 
You can borrow exactly 5.5k freshman year. If you don’t use these loans, ‘banking’ them means saving most of the money by placing it in the bank.
