<p>I think many people took advantage of TRA to fund college education in Michigan after they lost their jobs so I’m guessing it’s not unusual to receive Pell and TRA benefits. I’m guessing colleges/unis knows how to manage adults with TRA and Pell assistance. The likelihood that there is fraud is probably not large.</p>
<p>The school where I used to work - which is in Michigan - had MANY students who were using No Worker Left Behind, TRA, and other displaced worker benefits. The vast majority were highly paid workers who lost their jobs and were going to college to update skills. It’s not easy to go back to school & start a new career after years in a job. As with any program, there were certainly some who would to have scammed the system … we had good controls in place, as did most of the employment centers handling the grants.</p>
