@Angelababy30 your friend should have a great story at a young age and a valid reason why he wants to transfer to LPS vs traditional student. I know a Vet who got into UChicago but still had to apply through LPS for UPenn (he was accepted). I say this because the program appears to be mostly for people who did not do the traditional route. If your friend took a year off or more I would think that would make more sense in terms of applying to LPS.
