The requirements regarding TOEFL vary from school to school, just like the requirements for other testing. You will need to go to the web sites of schools you are interested in and read the information there.

You will also need to figure out whether or not they will consider you an international. That might depend on where your PARENTS live. That is why I keep asking you if your family is here with you. The phenomenon of Korean families sending their kids to the US to school to live with strangers or relatives in hopes of getting into US colleges and universities is well-known. It’s still not clear to me whether than includes you.

This is what Va Tech says for internationals:

On the other hand, in the “applying as a freshman” section for non-internationals they just ask for a xerox of your resident alien card or visa, and don’t say anything about TOEFL. So it is a bit unclear, and if you want to apply to Va Tech you should probably email or call them and ask, rather than having an unpleasant surprise later on.

I think it would be wise of you to try to clarify these things in advance so that you know where you stand in putting together your list. When in doubt, just call the admissions department and ask. I’m sure they would be happy to help you, and it is very unlikely that they are going to make note of your name or anything like that, so there is no downside to getting accurate information.
