Definitely not top tier, neither the grades nor the test scores are elite and it definitely doesn’t help that both are out of range. While the circumstances around your family issues affecting grades is unfortunate, you sort of lose your wiggle room there by dropping the ball for no reason in chem earlier. The EC’s are good, but not enough to make up for the other things. Rigor is good, though.
Like many have recommended, second tier seems like a better bet, and there are a number of good Florida schools.
