@LBad96 I think a lot of people did. OP has made several threads comparing their options and has included that detail in some of them but not others. I don’t want to appear annoying by following them around shouting “BRANCH CAMPUS” but it would make a difference in my decision, if it were me, and in the advice people give.
@KnightOne : can you copy/paste your post #38 with Penn State at the right place ?
In short, are you trying to figure out if Rutgers is worth a premium, or if Psu 2+2 is ?
Sorry if #38 was confusing. I received 6k per year from Rutgers. Nothing from psu. I am oos for both. At psyu i will be in the erie campus for the first 2 years so tuition is less ~21-22k. Rutgers is (28-6)k for 4 years. Looking closely, the COA of both have negligible difference.
@KnightOne, what are your in-state options? Neither of these sounds like a great choice, given the cost.
I’d choose 4 years on the main campus of Rutgers to a 2+2 program at Penn State. My personal preference is to remain on one campus for all 4 years.
Apparently the OP is an international student so no in-state options.
By student standardized scoring, Rutgers (NB) places 189th nationally, PSU (University Park) places 219th. If prestige were to be associated with the academic preparation of attending students, Rutgers would be higher, but not much higher.

An international student at a Penn State 2+2? That doesn’t sound like a great option. If Rutgers is the most affordable option, it’s a clear cut winner IMHO.
They’re comparable PSU is more well known while RU is slightly cheaper. PU is a bit better overall but they are both great schools. Depends on price & preference tbh
