I don’t think the sweeping under the rug issue is really about balance of power. It is about the organization looking bad. Churches, private schools, scouts, colleges, companies – none of them want to be in the news as an environment where sexual harassment or sexual assault is tolerated. Examples can be found in all where higher-ups knew something was going on, and did not contact the police when a criminal act had been committed, and often moved instead of firing the perpetrator. They swept it under the rug because they could. But that is becoming less possible, which is s good thing.
