<p>The residence requirement is the minimum number of units you must complete at USC. You do not need 64 transferrable units to transfer into USC, you can transfer in with any number of units. Once at USC you must complete at least 64 USC units.</p>
<p>So transferring in with 60 would be fine.</p>
