http://psychology.berkeley.edu/students/undergraduate-program/lower-division-requirements-fall-2014-freshmenfall-2015-transfers says that fall 2015 and later transfers must complete the new requirements.
The ASSIST page at http://www.assist.org/web-assist/report.do?agreement=aa&reportPath=REPORT_2&reportScript=Rep2.pl&event=19&dir=1&sia=BERKELEY&ria=UCB&ia=BERKELEY&oia=UCB&aay=15-16&ay=15-16&dora=PSYCH says:
ASSIST:
PREPARATION FOR TRANSFER AT THE JUNIOR LEVEL:
Transfer applicants should complete all of the lower division prerequisite
courses by the end of the spring term prior to enrollment at Berkeley. If
needed, lower division prerequisite courses may be completed by the end of
summer term prior to enrollment.
Junior transfers (those with 60 or more units completed at the time of
transfer to Berkeley) are given one semester - their first of the Berkeley
campus - to apply for a capped major (this includes completing any remaining
lower division prerequisites). The cap is effective beginning with transfer
students admitted Fall 2006 or later.
To be a competitive applicant to the major, it is strongly recommended that
transfer students complete prerequisite courses with a minimum
grade-point-average of 3.20.

You should ask Berkeley admissions and Berkeley’s psychology department (see above) if you would be admissible missing the additional math courses, but completing them in the summer or fall after transfer.
