PU has more research opportunities and generally has more rigorous curriculum. It is known for it’s weed-out classes (kind of like engineering) and even the easy Physics classes are considered difficult. The PU physics department is also a bigger part of the university than the IU department. You can also gauge the quality of the programs by the classes offered.
