Can you clarify that your English courses were Southwestern ENGL 115 (equivalent to UCB ENGLISH R1A on http://www.assist.org ) and SDSU RWS 200 (equivalent to UCB ENGLISH R1B on https://admissions.berkeley.edu/transfer-courses-by-institution )?
(It would have been easier for everyone else to understand and help you if you had just named the courses up front.)
If so, they would appear to be OK for UCB, but if they sent you that email, you want to verify with them. However, for other UCs, you need to check specifically whether these courses cover any applicable English composition requirements.
Also, CS majors at some campuses (e.g. UCLA, UCD, UCR) require non-CS science (often physics), so you may want to take physics courses suitable for physics and engineering majors if you want to open up those options. If that is all that you have left for IGETC, you may want to investigate the IGETC path.
