I have not heard of any admitted international students being denied a study permit. The student visa is issued by the federal government. Unless the student appears of some “watch list” there should be no problems. The CAQ from Quebec is just another bit of red tape that the Quebec government has set up to collect a fee.
Those student visa limitations mainly aiming at for profit trade schools type private institutions. There are tons especially in Ontario and British Columbia.
And many of these schools are “sketchy” and the investigations are starting. Sketchy meaning they have been set up to “scam” money from foreign students.
