Not exactly. It depends, you see it is rarer to see a poor white applicant than a poor black applicant. Most white applicants are upper middle class and come from $100,000 household incomes.Therefore, you would get the socioeconomic boost and are just as likely to get this in comparison to a URM.

However, since the poverty rate of URMs is higher they get most of the benefits but demographically speaking chances would be the same with regards to a groups poverty rate. Because by distributing it 80% for URMs and 20% for whites and Asians with regards to a 40% to 10% poverty rates then the likelihood of a poor white applicants getting a boost in comparison to a poor URM is the same. Statistically speaking under this system a poor white kid is just as likely to get a socioeconomic boost as a poor African American since the benefits are equally distributed demographically with regards to poverty rate.

If we don’t consider ethnicity then the socioeconomic benefit would not be evenly distributed demographically and you would have a case where a poor white applicant would be more likely to get a boost than a poor URM applicant. Demographics and poverty rates have to be taken into account to distribute socioeconomic benefits fairly.
