<p>Dear Carolyn:</p>

<p>When the FAMU-FSU College of Engineering was formed, the budget for the college moved between the two universities in alternate years. As you can imagine this created some difficulties and it was agreed that FAMU would operate the budget and FSU would bill FAMU for certain costs each year. This worked reasonably well until the state stopped providing the financial software for all universities and each university was forced to develop its own financial systems. All of the universities are still working through the installation of new systems and the billing and transfer of funds is a needless additional issue.</p>

<p>We propose a solution that protects the financial integrity of the FAMU-FSU College of Engineering and eliminates the constant billing and transfer of funds. We request that the current college budget be divided between the two institutions and placed in separate line items in the general appropriations act for each institution. The Board of Governors can request that legislative staff create this as a technical adjustment. This will have no other affect on the status of the FAMU-FSU College of Engineering and will ensure that these funds are dedicated solely to the FAMU-FSU College of Engineering.</p>
