I think if you really want to play lacrosse in college, there is a team for you somewhere. There isn’t always a big scholarship, and no one gets to call UNC or Duke or Hopkins and say “when do I report”, but if the player really wants a spot, he or she can have one. You might not get much playing time, you may be far from civilization, but there are always schools that need more players. The percentages listed in the chart are often self-selecting, in that students either don’t want to play in college, or the college they want to go to doesn’t offer lacrosse as a varsity sport; many of the former high school players are playing on club teams and those numbers aren’t reflected (nor are NAIA schools).
My own daughter’s class had 2 of 11 playing in college so right there in the chart average, but I think 6 of those 11 didn’t go to college, and the others went to universities without varsity teams (I know at least one played club).
Some students also play multiple sports in high school and would be counted in the NCAA high school numbers for both sports, but only play sport A in college. Two teammates of my daughter played soccer in college; lax was their ‘extra’ sport. Many girls play field hockey and lax in high school, but only one or the other in college. Not as many two sport college athletes as there used to be.
