I don’t think they really care what you are reading . It’s just the scanners have trouble with the thick books. My daughter got pulled over recently because she had a toaster in her carry on. It was a wedding present that she had received! (Minor gripe- please, people when the married couple live far away, send the gift to their address or give money. I have to ship pots and pans this week!)
If that’s the case, why not just wait until the scanner actually can’t go through them and then do a hand check? Why make a new policy about it?
My mom had her bag pulled out because the scanner couldn’t get through something on our trip last week. I don’t remember what it was but a quick check and we were on our way.
H had our lunch pulled and the TSA went through the items over and over and scanned the unopened
potato chip bag over and over–all with his dirty blue gloves that he had just gone through someones
dirty clothing with–ok, I made that up but maybe. I found disgusting.
The reports I saw said they were testing this at Logan (Boston) - just flew out of Logan and they didn’t require me to remove my books (I flew domestic maybe they were only doing for international flights) - I was not Pre-check on that flight.
Maybe I’ll get Godzilla to keep me company as my emotional support animal. I promise he’ll stay in his seat and won’t be a bother at all…

Well, you’ll have to pull out your books but you’ll be able to take your tablet with you when you return from Europe. 
(My guess is that European officials managed to convince aviation officials that the risk of ion-lithium batteries in the hold was far greater than that of terrorists using an inflight tablet/laptop <- those will be carefully screened, which is fine.)

We have TSA pre-check/Global entry. Not sure how this will pan out.
Those scanners catch weird things. We always travel with a bit of calcium/magnesium powder in our hand luggage. If this is in a baggie there’s no problem. If it’s in a plastic bottle we get stopped. The scanner can’t determine if it’s liquid of powder when it’s in such a container.
The pros of bringing my Kindle instead of heavy books… I think it’s thin enough it won’t be mistaken for something dire. No exploding battery either.
DH got alot of TSA attention when we was traveling with a copy of “Guns, Germs, and Steel”. The most dangerous thing about that book was probably its size - very thick and heavy. You’d think someone smart enough to read Jared Diamond for fun would be smart enough to travel with it as an ebook.
