How many people without withdraw link is here? Seems more than 40%, Rice has 7% acceptance rate last year?

only 2 people have said they still have the withdrawal link its almost everyone

Depends on the timing they requested the form. If they asked for idoc forms couple days ago (not back in Feb.), may be the positive sign.

As if you got assigned a reference number for admissions and then another one which I guess might be a SID number

Yes. Those have both been present. One is an Admissions ID and one is a Financial Aid ID.
when they say after 5 pm ct, will it be long after or pretty close to 5?
