OP should be aware of the fact that Brown has close of a quarter of applicants who identified themselves as Asian. (http://www.browndailyherald.com/2017/03/21/class-2021-applicant-profile/) Only 14% of Brown student body are Asian.
OP might have a better chance if applying to Rice.ED.
I am not sure whether Houston’s weather is better than Providence’s weather. But I do like Houston’s The Galleria a lot more than Providence Place.
